What Is a Superblock? Urban Planning Explained

A superblock is an urban planning strategy that restricts car traffic across a group of city blocks, turning streets that were once dominated by vehicles into public spaces for walking, cycling, and socializing. The concept gained worldwide attention through Barcelona, Spain, which began implementing superblocks in the late 2010s and has since become the model other cities look to. If fully implemented across the city, Barcelona’s plan could prevent an estimated 667 premature deaths every year.

How a Superblock Works

A typical superblock covers a grid of about nine city blocks, roughly 400 by 400 meters. Traffic still flows around the perimeter of this area on major roads, but the interior streets are largely closed to through-traffic. Cars belonging to residents and delivery vehicles can still enter, usually at very low speeds (around 10 km/h), but drivers cannot use those streets as shortcuts to get somewhere else. The result is a dramatic drop in the number of vehicles passing through the area.

The reclaimed street space gets repurposed. Depending on the neighborhood, that might mean wider sidewalks, outdoor seating, playgrounds, planting beds, bike lanes, or simply open plazas where people can gather. Some superblocks use permanent infrastructure changes like raised pavement and bollards. Others start with cheaper, temporary interventions like painted ground, planters, and moveable furniture to test the concept before committing to a full redesign.

Barcelona’s Superblock Model

Barcelona is the city most closely associated with superblocks. The idea was first proposed in the 1990s by urban planner Salvador Rueda, who recognized that Barcelona’s dense grid layout (the Eixample district, designed in the 19th century) was perfectly suited to the concept. The first pilot launched in the Poblenou neighborhood in 2016, and the Sant Antoni superblock followed in 2020 to much wider public enthusiasm.

In Sant Antoni, nearly 93% of superblock users were observed walking, a direct consequence of banning private vehicles from the interior. In the Horta neighborhood, more than half of residents used the superblock primarily for walking or shopping. The shift is straightforward: when cars disappear, people fill the space on foot.

Barcelona’s long-term plan envisions superblocks covering much of the city’s grid. A modeling study by the Barcelona Institute for Global Health (ISGlobal) estimated that full implementation could increase average life expectancy by nearly 200 days per resident and generate annual economic savings of 1.7 billion euros, largely from reduced healthcare costs and productivity gains.

Health and Air Quality Benefits

The health case for superblocks rests on three pillars: cleaner air, more physical activity, and less traffic noise. All three are well-established risk factors for chronic disease and premature death.

By rerouting cars away from residential streets, superblocks reduce concentrations of nitrogen dioxide and fine particulate matter in the areas where people actually spend time. These pollutants are linked to respiratory disease, cardiovascular problems, and lung cancer. A study adapting the superblock concept to Los Angeles found significant reductions in hospital admissions and measurable economic savings tied directly to improved air quality.

Physical activity increases too, though the gains are mostly in everyday movement rather than exercise. Audits of superblock areas show that the redesigned streets improve the microscale environmental features that influence whether people choose to walk: wider sidewalks, fewer cars to navigate around, more shade, and a general sense of safety. Vigorous physical activity in superblocks remains low (around 3 to 6% of users), but the real value is in shifting millions of short trips from car to foot.

Noise is the less obvious benefit. Chronic exposure to traffic noise raises stress hormones, disrupts sleep, and increases the risk of heart disease. Removing through-traffic from residential streets drops noise levels substantially, particularly the sudden spikes from accelerating vehicles and honking that are most disruptive to sleep and concentration.

Criticism and Challenges

Superblocks are not universally popular, especially during implementation. The most common concern is traffic displacement: restricting cars in one area can push them onto perimeter roads, increasing congestion and pollution for people who live along those routes. Careful traffic modeling and phased rollouts help mitigate this, but it remains a real tradeoff, particularly for cities that don’t have strong public transit alternatives already in place.

Local business owners sometimes oppose superblocks out of fear that reduced car access will hurt sales. Evidence from Barcelona and similar projects in other European cities generally shows that foot traffic increases and retail activity holds steady or improves, but the transition period can be uncomfortable. Residents who rely on cars for commuting or mobility reasons also raise legitimate accessibility concerns.

Political will is another barrier. Early superblock pilots in Barcelona faced protests and pushback. The Sant Antoni project succeeded partly because the city learned from earlier missteps and invested more in community engagement before construction began.

Superblocks Beyond Barcelona

The superblock idea has spread well beyond Spain. Cities including Vienna, Berlin, London, and several in Latin America have launched their own versions, adapting the concept to different street layouts and climates. Los Angeles tested a superblock-inspired model focused specifically on air quality improvements in dense neighborhoods near freeways. Paris has pursued a related but distinct approach, closing major roads to cars and creating “15-minute neighborhoods” where daily needs are walkable.

The core principle is the same everywhere: cities built around cars can be gradually redesigned to prioritize the people who live in them. The specifics vary. Not every city has Barcelona’s uniform grid, so superblocks in other places might cover irregular shapes or focus on individual corridors rather than neat squares. What matters is the outcome: less traffic on residential streets, more usable public space, and measurable improvements in the health of the people who live there.
