What Is Internal Fragmentation and Why It Wastes Memory

Internal fragmentation is wasted memory that sits inside an allocated block because the block is larger than what the process actually needs. It happens whenever a system hands out memory in fixed-size chunks: a program asks for 29 KB, gets a 32 KB block, and the leftover 3 KB goes unused. That 3 KB is locked inside the allocation, unavailable to any other process, until the original process releases the block.

Why Fixed-Size Blocks Cause Waste

Operating systems often divide memory into fixed-size units for speed and simplicity. Rather than carving out a custom-sized slice for every request, the system rounds up to the nearest available block. If blocks come in multiples of 4 KB (12, 16, 20, 24, 32…), a process requesting 29 KB receives 32 KB. The math is fast and the bookkeeping is simple, but there’s a cost: programs almost never need an amount that lines up perfectly with the block boundaries.

The problem gets worse when every process receives the same size partition regardless of what it actually needs. A tiny program that only uses 2 KB of a 16 KB partition wastes 14 KB. Multiply that across dozens or hundreds of processes and a significant share of physical memory sits idle, technically “in use” but doing nothing productive.

Internal Fragmentation in Paging

Modern operating systems use paging to manage memory. Physical memory is divided into fixed-size frames (commonly 4 KB), and each process’s virtual memory is split into pages of the same size. When a process is loaded, its pages are mapped to available frames. This works well for most of the process’s memory, but the last page is almost never completely full.

If a process needs 17 KB of memory and the page size is 4 KB, it gets five pages (20 KB total). The first four pages are fully used, but the fifth page holds only 1 KB of actual data, wasting 3 KB. On average, each process wastes about half a page to internal fragmentation. That sounds small, but with larger page sizes, the waste per process grows proportionally. A system using 2 MB “huge pages” could waste up to just under 2 MB per process in that final page.

This creates a direct tradeoff. Larger pages reduce the overhead of tracking many small pages and improve performance for certain workloads, but they increase internal fragmentation. Smaller pages keep waste low but require more bookkeeping.

Slack Space on Disk: The Same Problem

Internal fragmentation isn’t limited to RAM. File systems store data in clusters, which are groups of sectors on a hard drive or SSD. A typical default cluster size is 4 sectors of 512 bytes each, giving a cluster size of 2,048 bytes. If a file is 1,280 bytes, it still occupies one full cluster (2,048 bytes) on disk. The remaining 768 bytes is called slack space, and it’s the storage equivalent of internal fragmentation.

Every file on your drive has a logical size (the actual data) and a physical size (the clusters allocated to hold it). The gap between them is waste. For a drive holding millions of small files, slack space can add up to gigabytes. Formatting a drive with a smaller cluster size reduces this waste but increases the number of clusters the file system has to track, which can slow down read and write operations.

How It Differs From External Fragmentation

Internal and external fragmentation are related concepts, but they describe opposite problems:

  • Internal fragmentation is wasted space inside an allocated block. The memory belongs to a process but goes unused.
  • External fragmentation is wasted space between allocated blocks. The system has enough total free memory to satisfy a request, but it’s scattered in small, non-contiguous holes that can’t be combined.

A useful way to remember the distinction: internal fragmentation wastes space a process already owns, while external fragmentation wastes space no process can claim. Fixed-size partitioning systems tend to suffer from internal fragmentation. Variable-size (dynamic) partitioning systems avoid internal fragmentation but are prone to external fragmentation as processes of different sizes are loaded and removed over time, leaving gaps between occupied blocks.

What Makes It Better or Worse

Several design choices influence how much memory gets wasted to internal fragmentation.

Block or page size. The single biggest factor. Smaller allocation units mean less rounding-up per request and less waste per block. But smaller units increase the overhead of managing memory, so system designers pick a size that balances efficiency against fragmentation.

Partition strategy. In older fixed-partition schemes, using unequal partition sizes helps. Instead of making every partition 16 MB, a system might offer a mix of 2 MB, 4 MB, 8 MB, and 16 MB partitions. Smaller programs can be placed in smaller partitions, reducing the gap between what’s allocated and what’s used.

Allocation algorithms. When multiple free blocks could satisfy a request, the algorithm used to pick one matters. A “best fit” algorithm searches for the smallest block that’s large enough, which tends to leave the least leftover space inside the allocation. A “first fit” algorithm takes the first block it finds that works, which is faster but may leave more unused space in the chosen block.

Segmentation. Some systems use segmentation, where memory is divided into variable-length segments based on logical divisions in a program (its code, its data, its stack). Because the compiler determines segment sizes to match what the program actually needs, segments can be exactly the right size, eliminating internal fragmentation entirely. In practice, most modern systems combine segmentation with paging, so some internal fragmentation in the last page of each segment still occurs.

The Real-World Impact

Internal fragmentation doesn’t crash systems or corrupt data. Its effect is subtler: it reduces the effective capacity of your memory or storage. A system with 8 GB of RAM that loses 5% to internal fragmentation effectively operates as if it has 7.6 GB. For most desktop users, this is negligible. For servers running hundreds of processes, embedded systems with tight memory budgets, or large-scale storage systems holding billions of small files, the cumulative waste becomes meaningful.

The wasted memory inside each allocation is completely inaccessible to the rest of the system. It can’t be reclaimed, compacted, or reassigned until the owning process finishes and releases its block. In long-running processes, that space stays locked up for the entire lifetime of the program. This is why system designers spend considerable effort choosing page sizes, cluster sizes, and allocation strategies that minimize the gap between what programs need and what they get.
