What Is Technological Progress? Definition & Effects

Technological progress is the process by which societies develop new knowledge, tools, and methods that allow them to produce more with less effort. It shows up everywhere: faster computers, better medical treatments, more efficient farming, cleaner energy. But at its core, it describes a shift in what’s possible, the expanding ability to turn the same raw inputs into greater output or entirely new kinds of output.

Economists treat technological progress as the central engine of long-term economic growth. Unlike simply adding more workers or more machines, it changes the equation itself, letting each worker and each machine do more than before.

How Economists Measure It

If a country’s economy grows by 3% but its workforce and equipment only grew enough to explain 1.5% of that, what accounts for the gap? Economists call that gap total factor productivity (TFP), and it’s the standard yardstick for technological progress. The U.S. Bureau of Labor Statistics defines TFP as the efficiency with which all inputs combined (labor, capital, raw materials) are turned into output. It captures everything that makes production smarter rather than just bigger: better techniques, organizational improvements, new software, smarter logistics.

The concept traces back to economist Robert Solow’s growth model from the 1950s. When Solow measured how much of America’s economic growth could be explained by increases in labor and capital alone, a large chunk was left over. That leftover, now called the Solow Residual, turned out to be the single biggest contributor to growth. It represented technological change in the broadest sense: not just inventions, but any improvement in how resources are used.

Creative Destruction and Innovation Cycles

Technological progress doesn’t arrive smoothly. It works through a process the economist Joseph Schumpeter called “creative destruction,” in which new products, businesses, and production methods replace outdated ones. Think of how streaming displaced video rental stores, or how ride-hailing apps restructured urban transportation. The new doesn’t just add to the old. It dismantles it.

This process is powerful but disruptive. Research from MIT estimates that creative destruction accounts for over 50% of productivity growth over the long run. During economic downturns, the “destruction” side accelerates as weaker firms close, and the “creation” side surges during recovery as new businesses fill the gaps. Schumpeter himself argued that recessions weren’t pure evils but a necessary form of adjustment to change. That framing remains controversial, but the underlying pattern holds: progress tends to come in waves, with periods of turbulence between them.

Where the Money Goes

Technological progress doesn’t happen by accident. It’s fueled by deliberate investment in research and development. Global R&D spending reached $3.1 trillion in 2022 (measured in purchasing power parity dollars), according to data compiled by the National Science Foundation. The largest shares of business R&D flow into IT-related industries, including information and communication services and the manufacturing of computer, electronic, and optical products. Other major recipients include motor vehicle manufacturing (including electric vehicles), aerospace, pharmaceuticals, and dedicated R&D services.

This spending is heavily concentrated. A handful of economies, led by the United States and China, account for the majority of global R&D. The industries that invest the most tend to be the ones where competitive advantage hinges on staying at the frontier: chipmakers, drug developers, and software companies that can’t afford to fall a generation behind.

How New Technology Spreads

An invention only counts as progress once people actually use it. The diffusion of innovation model, developed by sociologist Everett Rogers, describes how new technologies move through a population in a predictable pattern. Innovators (about 2.5% of any group) adopt first, driven by curiosity and a willingness to take risks. Early adopters (13.5%) follow, often acting as opinion leaders who signal to others that the technology works. The early majority (34%) picks it up once it’s proven, the late majority (34%) joins when it becomes the norm, and laggards (16%) are last.

This S-shaped adoption curve explains why transformative technologies can seem slow at first and then suddenly ubiquitous. Smartphones, for instance, spent years as niche devices before crossing into the early majority around 2010 and reaching near-universal adoption within a decade. The speed of that curve varies enormously depending on cost, complexity, and how visible the benefits are to potential users.

Effects on Health and Quality of Life

The most tangible marker of technological progress is how long and how well people live. Research published in Technological Forecasting and Social Change found that technological innovation has a direct positive impact on life expectancy at birth and on reducing years lost to disability. The mechanism works partly through economics: technological advancements boost GDP per capita, which leads to greater healthcare spending and broader social development, creating a reinforcing cycle.

But the link isn’t purely financial. Better diagnostic tools catch diseases earlier. Improved sanitation technology prevents them in the first place. Agricultural advances reduce malnutrition. Communication technology lets health information reach remote populations. Global life expectancy has roughly doubled over the past 150 years, and while many factors contributed, the compounding effects of technological improvement underpin nearly all of them.

Winners, Losers, and the Skills Gap

Technological progress doesn’t benefit everyone equally, at least not in the short term. One of the most studied consequences is what economists call skill-biased technical change. As new technologies enter the workplace, they tend to increase demand for workers with higher skills while reducing demand for routine, lower-skill tasks. Research from UC Berkeley found “virtually unanimous agreement” among economists that rising demand for skilled workers during the 1980s and 1990s was a major driver of growing wage inequality.

Two hypotheses explain the pattern. One is that demand rose specifically for workers who use computers and similar tools. The other is that demand shifted more broadly toward higher-paid roles regardless of specific technology use. Both likely play a role. The practical result is that each wave of technological change tends to reward workers who can adapt to new tools and penalize those whose tasks can be automated or outsourced. This dynamic creates real tension: the same progress that raises average living standards can widen the gap between those who ride the wave and those caught beneath it.

What Slows Progress Down

Even when a technology works, adoption can stall. A comprehensive review in the International Journal of Environmental Research and Public Health identified the most common barriers: high costs of implementation, staff shortages and turnover, resistance to change among workers, insufficient training, unreliable infrastructure (including internet access and power supply), data privacy concerns, and regulatory or political hurdles. Many of these obstacles interact. When staff are already overworked, learning a new system feels like an additional burden rather than a relief, especially if past technology rollouts failed.

Cost is a recurring theme. Technologies like artificial intelligence require significant upfront investment, and organizations in less wealthy regions often lack the resources for consistent adoption. Management support turns out to be one of the strongest facilitators. When leadership actively champions a new system and provides adequate training and resources, adoption rates climb significantly.

The Computing Example: Moore’s Law

No single trend illustrates technological progress better than the semiconductor industry. In 1965, Intel co-founder Gordon Moore observed that the number of transistors on a chip roughly doubled every two years, a pattern that held for decades and became known as Moore’s Law. This exponential improvement drove the explosion in computing power that made smartphones, cloud computing, and artificial intelligence possible.

Today, Moore’s Law in its traditional form is slowing. As transistors approach atomic scales, the physical and economic limits of shrinking them further are becoming real constraints. But the semiconductor industry is pivoting to new approaches (three-dimensional chip stacking, new materials, specialized chip architectures) that continue pushing performance forward, just through different means. The pursuit of greater computing power is far from over. It’s simply changing shape, which is itself a hallmark of how technological progress works: when one path narrows, innovation finds another.
