The safest sunscreens use zinc oxide or titanium dioxide as their active ingredients. These are the only two sunscreen ingredients the FDA currently proposes as Generally Recognized as Safe and Effective (GRASE), based on decades of evidence showing they don’t penetrate past the surface layers of skin. Every other active sunscreen ingredient on the U.S. market is still awaiting additional safety data.
Why Mineral Sunscreens Lead on Safety
Zinc oxide and titanium dioxide work by sitting on top of your skin and physically reflecting or absorbing UV rays before they reach living cells. They’ve been used in sunscreens for over three decades, and the safety record is strong. Australia’s Therapeutic Goods Administration conducted a comprehensive literature review and concluded that neither ingredient is likely to cause harm when sunscreens are used as directed. The vast majority of studies, both on human skin samples in the lab and on living volunteers, show these particles either don’t penetrate the outer skin layer or penetrate only minimally.
The European Union’s Scientific Committee on Consumer Safety reached the same conclusion, reporting that zinc oxide nanoparticles in sunscreen “can be considered to not pose any risk of adverse effects in humans after application on healthy, intact or sunburnt skin.” Titanium dioxide nanoparticles were similarly found unlikely to reach viable cells in the deeper layers of skin or other organs.
The Problem With Chemical Sunscreens
The 12 other sunscreen ingredients available in the U.S., including oxybenzone, avobenzone, homosalate, octinoxate, and octocrylene, are in a regulatory gray zone. The FDA hasn’t declared them unsafe, but it hasn’t confirmed their safety either. The agency has requested additional data before making a final determination.
The concern centers on absorption. In FDA-sponsored clinical trials, all six chemical active ingredients tested produced blood plasma levels above 0.5 nanograms per milliliter after just a single application. That’s the FDA’s threshold for potentially waiving additional safety studies, meaning anything above it triggers a need for more investigation. This doesn’t prove these ingredients cause harm, but it means we don’t yet have enough evidence to confirm they’re harmless at the levels that accumulate in the body with regular use.
Two older chemical ingredients, PABA and trolamine salicylate, have been classified as not GRASE due to confirmed safety concerns. You won’t find these in modern sunscreens.
What About Nanoparticles?
Modern mineral sunscreens use nanoparticle-sized zinc oxide and titanium dioxide so the product blends into skin without leaving a heavy white cast. This raised early questions about whether smaller particles might penetrate deeper into skin or pose inhalation risks from spray formulations.
The evidence so far is reassuring on both fronts. Skin penetration studies consistently show nanoparticles stay in the outermost dead-cell layer of skin and don’t reach living tissue beneath it. As for sprays, researchers at Penn State conducted field tests of mineral spray sunscreens and found that while trace nanoparticles were detectable, the amounts were hundreds of times below the exposure limits set by the National Institute for Occupational Safety and Health.
SPF Numbers: How High Do You Need?
SPF measures protection against UVB rays, the type most responsible for sunburn. The differences between SPF levels are smaller than most people assume. SPF 30 blocks 97% of UVB radiation. SPF 50 blocks 98%. SPF 100 blocks 99%. Going from SPF 30 to SPF 50 gains you a single percentage point of protection, and doubling again to SPF 100 adds just one more.
For most people, SPF 30 to 50 is the practical sweet spot. The more important factor is reapplication. No sunscreen lasts all day, and the protection gap between SPF 30 applied every two hours and SPF 100 applied once is enormous in favor of the lower number reapplied consistently.
Look for “Broad Spectrum” on the Label
SPF only measures UVB protection. UVA rays penetrate deeper into the skin and drive premature aging and contribute to skin cancer risk. A sunscreen labeled “Broad Spectrum” has passed an FDA-required lab test proving it protects against both UVA and UVB wavelengths. Zinc oxide is particularly strong here, offering wider UVA coverage than most chemical filters. Always choose a product that says Broad Spectrum on the front label.
Sunscreen Safety for Babies and Children
For babies younger than 6 months, the American Academy of Pediatrics recommends avoiding direct sunlight altogether and relying on shade, hats, and protective clothing. If shade and clothing aren’t available, small amounts of sunscreen can be applied to exposed areas like the face and backs of the hands.
For babies older than 6 months, sunscreen can go on all exposed skin. The AAP specifically recommends zinc oxide or titanium dioxide formulations for sensitive areas like the nose, cheeks, tops of the ears, and shoulders. If a sunscreen irritates your child’s skin, switching to a mineral formula is the standard advice.
Environmental Concerns Worth Knowing
If you swim in oceans or near coral reefs, the sunscreen you choose affects more than your skin. Hawaii, Key West, the U.S. Virgin Islands, Bonaire, and Palau have all banned sunscreens containing oxybenzone and octinoxate because of documented damage to coral reef ecosystems. These chemicals can damage coral DNA, cause deformities in juvenile corals, increase susceptibility to viral infections, and accelerate bleaching.
The concentrations are not trivial. In Hanauma Bay, Hawaii, oxybenzone levels have been measured as high as 27,880 nanograms per liter, while coral toxicity begins at just 63 nanograms per liter. Measurements in Kahaluu Bay found concentrations 262 times greater than the EPA’s high-risk threshold. Mineral sunscreens avoid this issue entirely, which is one more reason they tend to top “reef-safe” lists.
Contamination Risks in Spray Formulas
In recent years, several spray sunscreens have been recalled due to benzene contamination. Benzene is a known carcinogen and is not an intentional ingredient in any sunscreen. The source of contamination has been traced to the propellant used to push the product out of aerosol cans. Banana Boat, for example, issued a nationwide recall of its Hair & Scalp Sunscreen Spray SPF 30 after testing revealed trace levels of benzene from the propellant.
This isn’t a reason to avoid all spray sunscreens, but it is a reason to check the FDA’s recall list before buying and to consider lotion or cream formulas if you want to eliminate that variable altogether.
Choosing the Safest Option
A sunscreen that checks every safety box looks like this: a lotion or cream (not aerosol) with zinc oxide or titanium dioxide as the active ingredient, labeled Broad Spectrum, with SPF 30 or higher. This combination gives you the only FDA-proposed GRASE ingredients, avoids the absorption questions surrounding chemical filters, eliminates propellant contamination risk, and protects against both UVA and UVB rays.
The tradeoff with mineral sunscreens has traditionally been cosmetic. They can feel thicker and leave a white tint, especially on darker skin tones. Newer formulations using micronized particles have improved this significantly, though some trial and error with brands may be needed to find one that feels comfortable enough to wear daily. The safest sunscreen, after all, is one you actually use.
