Wildfire prediction relies on a layered system of technologies, from satellites orbiting hundreds of miles above Earth to tiny sensors buried in forest floors. No single tool does it all. Instead, agencies combine satellite imaging, AI models, ground-based sensor networks, camera systems, drone fleets, and long-established fire danger rating systems to assess where fires are likely to start, how dry the landscape is, and how fast flames could spread.
Satellites That Spot Heat From Space
The backbone of wildfire monitoring is a constellation of satellites carrying sensors tuned to detect heat. NASA and the European Space Agency produce what are called Active Fire products, derived primarily from two instruments: MODIS and VIIRS. Both orbit Earth on polar paths, passing over any given point twice a day. VIIRS has a significant edge in resolution, capturing detail at 375 meters compared to the 1,000-meter resolution of MODIS. That difference matters when you’re trying to distinguish a small, new ignition from a warm patch of sunlit rock.
These sensors work by reading infrared light at specific wavelengths. A band centered at 3.7 micrometers lines up with the peak radiation of a forest fire, making it especially effective at picking out active flames against a cooler background. A second band in the longer infrared range catches higher-temperature fires. The satellites don’t just confirm fires already burning. Geostationary satellites like GOES-16, which hover over a fixed point and image the same area continuously, feed data into deep learning models that can flag early thermal anomalies before a fire is even reported. Researchers have shown that recurrent neural networks processing these coarse but frequent geostationary images can detect fires in their earliest stages.
AI Models That Forecast Fire Behavior
Raw satellite data becomes genuinely predictive when it’s fed into machine learning models. These systems don’t just look at one variable. They ingest weather conditions, terrain shape, vegetation type, and how dry that vegetation is, then output a probability that a fire will ignite or spread in a given area.
One approach uses a “random forest” algorithm (a collection of decision trees that vote on an outcome) trained on satellite imagery from two European satellites: Sentinel-1 and Sentinel-2. Sentinel-1 uses radar to read surface texture, which helps identify vegetation type. Sentinel-2 measures plant “greenness,” a proxy for how alive or dead the vegetation is. Together, they let the AI update fuel maps that fire managers rely on. In one application, the model reclassified large areas previously labeled “timber litter” to “slash blowdown,” indicating heavy tree mortality and therefore much higher fire risk. That kind of correction changes how resources get deployed.
Deep learning models designed to predict how fire spreads across a landscape have reached impressive accuracy. One model using a specialized neural network architecture achieved 94.6% accuracy and a 97.7% score on a standard performance metric, outperforming previous approaches by nearly 4 percentage points. These models take in the same variables a human forecaster would consider (wind, slope, fuel load) but process them across thousands of grid cells simultaneously.
Fuel Moisture Monitoring
The dryness of vegetation is one of the strongest predictors of whether a fire will start and how intensely it will burn. Measuring it at scale used to require field crews clipping branches and weighing them. Now, satellite-based systems estimate fuel moisture content across the entire continental U.S. and Alaska, updated as frequently as every hour.
The current system blends data from GOES-16 (which provides hourly updates from its geostationary orbit) with VIIRS passes from two polar-orbiting satellites, Suomi-NPP and NOAA-20. Combining these sources produces fuel moisture estimates at 375-meter resolution with hourly refresh rates over the lower 48 states. Alaska gets slightly less frequent updates tied to satellite overpasses. A machine learning regression model converts the raw reflectance data (essentially how much light bounces back from vegetation at different wavelengths) into moisture estimates for both living plants and dead material on the forest floor.
Ground-Based Sensor Networks
Satellites can’t see through dense canopy, and they pass overhead on fixed schedules. Ground-based wireless sensor networks fill those gaps. In one well-studied design, small sensor nodes are deployed across a forest in a cellular grid pattern, each one continuously measuring temperature, relative humidity, light intensity, and carbon monoxide levels. The nodes compare readings against preset thresholds in real time. Only anomalous data, the readings that suggest something is actually wrong, get transmitted to a base station for further analysis. This keeps power consumption low and avoids flooding the network with routine data.
These nodes are built to survive outdoors for extended periods. Some are encased in spherical housings designed to resist damage from weather and wildlife. The practical value is speed: a sensor sitting in a forest can detect a temperature spike or a rise in carbon monoxide minutes after ignition, well before a satellite makes its next pass or smoke becomes visible from a distance.
AI-Powered Camera Networks
Across the western United States, more than 1,600 cameras mounted on ridgelines and towers scan for smoke around the clock. The ALERTWest network covers Oregon, Washington, California, Idaho, Colorado, Hawaii, Montana, and Nevada. Every two minutes, each camera captures a panoramic image, and wildfire detection algorithms scan it for signs of new ignitions.
Oregon alone operates 70 of these cameras through its Hazards Lab. Each one rotates 360 degrees, tilts 220 degrees, and zooms up to 40 times. Near-infrared capability extends their range to about 30 miles during the day and 40 miles at night. When the AI flags a potential fire, alerts go to credentialed emergency responders rather than the general public, reducing the noise of false alarms while keeping response times short. Drones for Real-Time Fire Mapping
Unmanned aerial vehicles are increasingly used not just to observe fires but to predict where they’ll go next. NASA has funded research into AI-enabled drone swarms that collect both visible-light and infrared imagery, then run fire spread prediction models onboard. The key advantage over satellites is flexibility: drones fly below cloud cover, get closer to the fire, and can be redirected in minutes as conditions change.
The most advanced systems pair drone-collected imagery with physics-aware AI models that account for shifting wind, terrain, and fuel conditions in near real time. Rather than relying on a static forecast, these models update their predictions continuously as the drone feeds in new data. This is particularly valuable during fast-moving fires where conditions on the ground diverge quickly from what weather models predicted hours earlier.
The National Fire Danger Rating System
Before any of these newer technologies existed, fire managers relied on the National Fire Danger Rating System, and they still do. NFDRS takes daily weather observations and fuel conditions and converts them into indices that quantify how dangerous a given day is for fire.
The Energy Release Component estimates how much heat a fire’s flaming front would produce per square foot, based on moisture content of fuels at different size classes. Because it doesn’t factor in wind, it changes gradually from day to day, driven mostly by how dry heavy fuels (logs and large branches) have become over weeks. The Burning Index combines that energy estimate with a spread component and is roughly proportional to expected flame length (expressed as flame length in feet multiplied by ten). A separate calculation estimates how many human-caused fires to expect on a given day, based on local activity patterns and ignition likelihood. These indices feed the red flag warnings and fire weather watches that shape everything from staffing levels to public burn bans.
Turning Predictions Into Warnings
The final piece is connecting all of this data to the people who need to act on it. Newer unified early-warning systems link machine learning fire detection with spread models that simulate how a fire will move across the landscape, using only data available at the moment the warning is issued. One such system provides fire probability and a measure of how much energy the fire is releasing, then feeds those into a cellular automata model (essentially a grid-based simulation where each cell’s fate depends on its neighbors) to project where the fire will be in coming hours.
These systems typically deliver warnings with six or more hours of lead time before a fire reaches a given area. The end-to-end processing time, from satellite observation to issued warning, runs about 300 minutes. That five-hour pipeline may sound slow, but it supports a six-hour warning cadence that gives emergency managers enough time to stage resources or begin evacuations. The outputs are calibrated as probabilities, making them easier for non-specialists to interpret than raw model data.
Quantum Computing for Firebreak Planning
One newer frontier applies quantum computing not to detecting fires but to deciding where to place firebreaks, the cleared strips of land that stop fire from spreading. Researchers have framed this as a network optimization problem: given a landscape divided into zones, where should you cut breaks to minimize total damage? Classical computers struggle with this at large scales because the number of possible configurations explodes. Using D-Wave’s quantum annealing hardware, researchers solved these optimization problems in seconds. The approach could eventually be combined with real-time satellite data and drone imagery to create adaptive firebreak strategies that shift as conditions change throughout a fire season.
